Berlin Global Advisors participated in this year’s Warsaw Security Forum, one of Europe’s most important platforms for transatlantic and security policy dialogue. In a new report, we summarise the central insights from the discussions and highlight key implications for policymakers and business leaders.
The debates at the Forum underlined how Ukraine has evolved from dependency to innovation. By generating momentum and developing new capabilities, Kyiv has fundamentally changed the character of the war. At the same time, Europe is visibly stepping up, but not yet stepping in. Initiatives such as SAFE and the ongoing debate on a reparation loan illustrate Europe’s growing capacity to mobilise financial resources. However, a comprehensive approach to resilience – from industrial scale-up to societal preparedness – remains slow to emerge.
On the Western side, the major uncertainty lies with how the United States may or may not deliver on the Trump administration’s announced U-turn towards Russia.
